Employment Western Cape Communities Co-existence Agreement (WCCCA)

Comalco's Weipa bauxite mine on the Cape York Peninsula of northern Australia has signed a co-existence agreement with 11 Traditional Owner groups, the Cape York Land Council, the Aurukun, Napranum, Mapoon and New Mapoon Councils, and the Queensland State Government. This Agreement is called the Western Cape Communities Co-existence Agreement.

The Agreement is based on mutual recognition and support for indigenous aspirations (including Native Title) and Comalco's mining operations on Western Cape York Peninsula. As part of the WCCCA commitment, Comalco pays approximately US$1.3 million a year to a community trust. This figure may increase with higher production at the mine and higher aluminium prices. The benefit stream is community controlled through a trust structure. It is primarily directed at capacity building with the communities and among Traditional Owner groups. The Queensland Government also contributes funding.

Comalco also spends US$260,000 a year on employment training and youth education programmes endorsed by the communities.

Since the Agreement the level of representation of Aboriginal people in the Comalco workforce at Weipa continues to increase. Aboriginal people comprised approximately five per cent of the Comalco Weipa workforce in 1996, but this has grown to over 12 per cent.
